About Ghazanfar Bank

Ghazanfar Bank is a full-fledged licensed commercial bank that began operations in Kabul in March 2009, offering both conventional and Islamic banking services, and is backed by Ghazanfar Group, one of Afghanistan's leading business houses. The bank operates branches across Kabul and other major cities including Mazar-e-Sharif, Kunduz, Jalalabad, Herat, and Kandahar.

Job summary

Ghazanfar Bank is looking for a Chief Risk Officer to build and lead an independent risk management function with direct access to the Board of Supervisors. The CRO will identify, measure, and monitor the bank's risks across the organization, and ensure timely, clear risk reporting to senior management and the Board.

Key responsibilities

  • Report directly to the Board of Supervisors or its risk committee, with the ability to meet them without executive management present
  • Present risk information clearly so the Board and senior management can make informed decisions
  • Identify, monitor, and control risks across the whole bank, keeping pace with changes in the bank's risk profile and the wider risk environment
  • Run ongoing and ad-hoc risk assessments covering all business lines, including harder-to-quantify risks such as reputational risk
  • Draft, review, and propose risk management policies and procedures in line with regulations and international standards
  • Develop internal rating and risk-grading tools for credit, country, and correspondent-institution exposures
  • Set and monitor prudential limits and thresholds based on the bank's risk appetite
  • Assess credit risk, including large exposures, sector and geographic concentration, and distressed assets
  • Monitor market risk, including deposit mix, liquidity, foreign exchange positions, and correspondent bank exposures
  • Oversee operational risk across all branches, reporting incidents and building risk-identification tools
  • Review governance and internal processes, advising management on the risk implications of key decisions

Job requirements

  • Bachelor's or Master's degree in Economics, Finance, Accounting, Business Administration, or an ACCA qualification
  • A professional risk certification such as PRM or FRM (or an equivalent internationally recognized certification)
  • At least 3 years in a managerial risk management role at a bank, or 5 years of relevant experience at other financial institutions
  • Strong understanding of credit, market, operational, and liquidity risk, along with risk measurement and rating methodologies
  • Familiarity with the Basel II framework and international risk management practices
  • Strong analytical, decision-making, and communication skills, with high ethical standards and integrity
